A road has collapsed amid high tides and strong winds battering the coastline at Hemsby.
The old Marrams road sat above a water main and power cable.
Experts are looking at isolating the cable and pipe, but believe the water pipe may already be leaking.
Agencies are on scene, including environmental health, as well as land owners assessing the current situation and damage.
The demolition of homes at risk of toppling into the sea has started after near-gale force winds reduced.

Coxswain of Hemsby Lifeboat Dan Hurd said: "We are battling for money. This government do nothing for this bit of coastline. They are investing money further up the coast.
"Stress is not the word down here now. I have been down here three or four days now, and had hardly any sleep.
"It is heartbreaking evacuating people from their homes and sorting things out."
There is an emergency meeting taking place at the Lacon Arms at 7pm on Friday (March 17).
