A combined car boot sale and dog exercise field will be an 'asset' to a coastal village, it is said.
The proposal, for land on Mill Farm House on Hemsby Road in Winterton, has been approved for a trial period of 18 months to assess any impacts on road safety.
This followed concerns from Norfolk Highways about the intensity of use of the site, mud on the road and the possibility of accidents.
The scheme will see the change of use of grazing land for horses to provide a commercial dog exercise facility all year round and car boot sales on Mondays from late spring to early autumn.

The plans received broad support from neighbours who said the new businesses will be an 'asset' for the village.
One resident said the dog exercise field could deter people from walking their pets in the nearby dunes.
Others mentioned the possible economic benefits of the car boot sale which would "encourage" visitors into Winterton.
The sale will run from 8am to 3pm on 28 Mondays through the warmer months.
According to the plans, parking for vendors and buyers will be marshalled with hi-viz clad personnel, with 80 parking spaces for buyers and visitors and a further 45 spaces for vendors in a separate paddock.

The dog exercise park will operate from 5am to 10pm with a maximum of six animals at any one time using the site and only by prior online appointment.
There will be three parking spaces.
When the car boot sales are in operation, parking for car boot buyers will be in the main dog walking site at the south of the application site, and the car boot sales vendors will be in a separate paddock on the northern half of the application site.
